Structure Plans and Building Envelopes
What is a structure plan?
Structure plans help guide how land is subdivided and developed. They are commonly prepared for larger estates and rural residential subdivisions.
A structure plan may show:
- roads and access arrangements
- lot layout
- drainage and infrastructure
- vegetation retention areas
- bushfire management measures
- building envelopes.
A building envelope identifies the preferred location for buildings on a lot.
In many cases, building envelopes were used to:
- reduce bushfire exposure and lower Bushfire Attack Levels (BAL)
- avoid steep land or ridgelines
- protect important landscape character
- minimise vegetation clearing
- improve access and servicing outcomes.

What rules apply if a structure plan has expired or been revoked?
Where a structure plan has expired or been revoked, development standards will generally revert to the Shire of Chittering Local Planning Scheme No. 6 and any applicable local planning policies.
For Rural Residential land, the Scheme generally requires the following setbacks:

Local Planning Policy No. 18 – Setbacks may also apply in some circumstances.
Important Exception - Approved Modified Building Envelopes
If a building envelope was formally modified through a development approval, that approved modified building envelope may continue to apply even where the original structure plan has expired or been revoked.
Property owners should not assume that the expiry of a structure plan automatically removes all building envelope requirements.
Before You Design or Build
Before preparing plans or lodging an application, property owners should:
- check whether a structure plan applies to the land
- confirm whether the structure plan is current, expired or revoked
- review any approved building envelope
- consider bushfire constraints and BAL ratings
- review applicable setback requirements
- contact the Shire’s Planning team if unsure.
