Council Plans (formerly Strategic Community Plan)
Under Western Australia’s Integrated Planning and Reporting (IPR) Framework, every local government is required by the Local Government Act 1995 to prepare a Strategic Community Plan. This plan sets the long-term vision, priorities, and aspirations for the community over at least a 10-year period. Developed through extensive community engagement, it guides decision-making and resource allocation, ensuring that Council strategies and services align with the needs and expectations of residents. The Council Plan is supported by the Corporate Business Plan, Long Term Financial Plan, Workforce Plan, and Asset Management Plans to deliver on its objectives.
Corporate Business Plans
The Corporate Business Plan is a key component of Western Australia’s Integrated Planning and Reporting (IPR) Framework under the Local Government Act 1995. It translates the community’s long-term aspirations from the Strategic Community Plan into specific, actionable priorities over a four-year period. The Corporate Business Plan details the projects, services, and operational commitments Council will deliver, supported by resourcing strategies such as the Workforce Plan, Asset Management Plans, and Long Term Financial Plan. Reviewed annually, it ensures Council remains responsive, accountable, and aligned to both community needs and legislative requirements.
Asset Management Plans
Asset Management Plans form an essential part of Western Australia’s Integrated Planning and Reporting (IPR) Framework under the Local Government Act 1995. They provide a structured approach to managing the Shire’s infrastructure and facilities, ensuring assets are maintained, renewed, and replaced in a sustainable and cost-effective way. These plans link directly to the Strategic Community Plan and Corporate Business Plan by outlining the service levels, lifecycle costs, risks, and long-term strategies for assets such as roads, buildings, parks, and drainage. Asset Management Plans help Council make informed decisions to meet community needs while protecting future financial sustainability.

Workforce Management Plans
The Workforce Management Plan is a key element of Western Australia’s Integrated Planning and Reporting (IPR) Framework under the Local Government Act 1995. It ensures that the Shire has the right people, skills, and organisational capacity to deliver on the priorities set out in the Strategic Community Plan and Corporate Business Plan. Covering a minimum four-year period, the Workforce Management Plan identifies current and future workforce needs, training and development priorities, and strategies to attract and retain staff. By aligning people resources with strategic goals, it supports effective service delivery and organisational sustainability.
Long Term Financial Plans
The Long Term Financial Plan (LTFP) is a cornerstone of Western Australia’s Integrated Planning and Reporting (IPR) Framework under the Local Government Act 1995. Spanning a minimum of 10 years, it provides a financial roadmap to ensure the Shire can sustainably deliver the priorities of the Strategic Community Plan and Corporate Business Plan. The LTFP forecasts revenue, expenditure, assets, and service levels, helping Council balance community expectations with available resources. Reviewed regularly, it supports sound financial decision-making, long-term sustainability, and responsible stewardship of community funds.

Other Strategic Plans
In addition to the core documents of the Integrated Planning and Reporting (IPR) Framework the Shire also develops and maintains a range of other strategic plans. These plans focus on specific areas of community life and service delivery, such as economic development, community safety, recreation, tourism, and the environment. They provide detailed strategies to guide Council’s actions and investments in these priority areas and ensure alignment with the broader vision and objectives set out in the Council Plan.
Project Plans
The Shire prepares Project Plans to guide the delivery of major initiatives, infrastructure works, and community programs. Unlike long-term strategic documents, Project Plans focus on a specific project or activity, setting out its objectives, timelines, budgets, risks, and responsibilities. They ensure each project is well-managed, transparent, and aligned with the priorities of the Strategic Community Plan and Corporate Business Plan. By clearly outlining how projects will be delivered, these plans help Council track progress, manage resources effectively, and keep the community informed.
