COMMUNITY CONSULTATION - SWIMMING POOL BARRIER 4-YEARLY INSPECTIONS


You are invited to take part in a Survey concerning the safety of children within the Shire of Chittering.

At the Ordinary Council Meeting of 15 April 2026, Council resolved to seek community consultation concerning modifications to the inspection requirements for swimming pool or spa pool (swimming pools) barriers in the Shire of Chittering. This community consultation process has been encouraged by the State Government’s Department of Local Government, Industry Regulation and Safety (DLGIRS).

Part 8, Division 2 of the Western Australian Building Regulations 2012 (Regulations) currently restrict the 4-yearly compliance inspection of swimming pool barriers to be carried out only within the Shire of Chittering Gazetted Townsites.

A regulation change will extend 4-yearly swimming pool barrier inspections to the WHOLE of the Shire.

Presently, outside of Townsite boundaries, it is up to the owner of the property to construct and maintain a compliant swimming pool barrier at all times. All swimming pools within the Shire of Chittering are required to have a compliant swimming pool barrier. There are no exceptions.

The suggested change to legislation is only concerning the 4-yearly inspection of the swimming pool barriers.

Compliant swimming pool barriers do not take the place of supervision, but they have been proven to save lives and permanent injury of children.

You are invited to provide comment on the suggested change to the legislation through an online survey. Surveys are to be completed by 3 August 2026.
