At the Ordinary Council meeting held on 21 October 2009 Council resolved to advertise community consultation for a period of six weeks to allow the community to express their thoughts in regard to the continuation of the Targa West rally within the Shire of Chittering; and that the results of the community consultation be presented at the Ordinary Council meeting on 16 December 2009. Submissions close on Thursday, 10 December 2009.

The Councils of the Shires of Chittering and Toodyay wish to investigate the opportunity to merge the operations of the two Shires. The decision to commission this report was made in January 2009 following the Councils’ participation in the West Australian Local Government Association’s (WALGA) Systemic Sustainability Study, and prior to the Minister for Local Government’s decision to require all local governments to participate in a Local Government Reform Strategies process. As a consequence of predating the Ministers announcement, the following report does not strictly follow the announced Structural Reform Guidelines, but is nevertheless in keeping with the spirit and intent of the reform process.
